- Conditions for participation in the tender and required documents, as well as criteria to be applied in the qualification evaluation:
4.1. To participate in the tender, bidders must declare the documents and qualification criteria listed below, as well as information regarding non-price factors, within their e-bids.
4.1.2. Information showing that they are authorized to submit a bid
4.1.2.1. For legal entities; information regarding the officials in the management of the bidders, partners and their partnership ratios (excluding publicly offered shares)/members/founders will be obtained from EKAP by the administration.
4.1.3. Bid letter in the form and content specified in the Administrative Specifications.
4.1.4. Temporary guarantee in the form and content specified in the Administrative Specifications.
4.1.5. Subcontractors may be employed with the approval of the administration for the subject work. However, the entire work cannot be contracted out to subcontractors.
4.1.6. If the document submitted to demonstrate work experience by a legal entity belongs to a partner who owns more than half of the shares of the legal entity, a document issued by the trade registry offices within the chambers of commerce and industry or by a sworn financial advisor or independent accountant showing that this condition has been maintained continuously for the last year from the date of the first announcement.

- The economically most advantageous bid will be determined solely based on price.
6. Only domestic bidders will be able to participate in the tender.
7. The tender document can be viewed free of charge via EKAP. However, those who will submit a bid must download the tender document via EKAP using an e-signature.
8. Bids will be prepared electronically via EKAP, signed with an e-signature, and sent via EKAP along with the e-key related to the bid until the date and time of the tender.
9. Bidders will submit their bids in the form of unit prices based on the total amount found by multiplying the quantity of each work item by the unit prices offered for these work items. As a result of the tender, a unit price contract will be signed with the bidder on whom the tender is made.
10. A bid will be submitted for the entire work in this tender.
11. Bidders will provide a temporary guarantee in an amount determined by themselves, which will not be less than 3% of the bid amount they propose.
12. There will be no electronic auction in this tender.
13. The validity period of the submitted bids will be 120 (One Hundred Twenty) calendar days from the date of the tender.
14. Bids cannot be submitted as a consortium.
