Born in 1981 in Erciş, Van, Av. Baran Bilici completed his primary and secondary education in Erciş and his high school education at Van Atatürk High School.

Completing his higher education at Dicle University Faculty of Law, Bilici continued his professional work as a freelance lawyer in Van after graduation. With his knowledge and experience in the field of law, he took an active role in the processes of citizens seeking their rights for many years.

With the understanding of serving his hometown Erciş, Av. Baran Bilici took on a role in local government activities and adopts a management approach based on the principles of the rule of law, transparency, participation, and public interest.

Married and a father of three children, Av. Baran Bilici continues his life and work in Van.
